This policy is intended to avoid service degradation to other users due to excessive traffic by a single user on the overall API Suite Cloud infrastructure.
Note that although traffic is not capped, limits do apply for Marketplace integrations (specifically synchronization volumes), according to the Plan you have subscribed to.
